To fully using the 9,600 emails and at the same time avoiding the 400 hourly limits, you need to have the PHP script that fetch 400 emails from database, and send out emails. Using the crons job, schedule the PHP scrip to be executed each hour. If you demand more than this volume, consider upgrade to Lunarpages VPS plan or dedicated server to have higher email sending capacity.
